Happy to be shot down, but I think it's been law since July 2012, but there was a commitment by the French authorities not to enforce any fines until the law had bedded in and given everyone a chance to get one. Official date after which fines could be applied was Nov 2012. Don't know if they actually are or not.
What I can say is that they are checking, we witnessed random checking taking place at Calais.
