Locked forums?

Hello I'm new around here, sorry if this is a silly question, but why are some threads locked?
Does the person who starts it lock it or does the moderator?

All cars for sale are locked - but we don't lock others unless there's a very good reason or the thread starter requests it and has a good reason - what threads are you referring to?

Its one of the cars for sale. I've pm'd the seller so hopefully that should get through. This forum is already being helpful for my business so I think I should make a contribution to the running costs. I did click on a link to do that when I registered but I haven't been asked for any money yet.
