No idea of manufacturer (it came with some Lancia Fulvia parts I recently bought) but it looks brand new.
It has what appears to be an aftermarket leather cover sewn on - no idea what's underneath.
Unusual to find a steering wheel like this in 380mm diameter.
I've added a Momo boss to fit 911/912 models up to 7/'74 (missing its spring-loaded horn contact pin) & new Porsche-crested horn button :
