Rear Bumper adjustment

Any hints / tips for adjusting the rear bumper quarters on a 912. fitted but have a gap of around 5mm with rubber installed and all bolted up.
is it a case of using jacks etc to push / bend metal bracket into place ? no bodywork has been done to the bumpers or bodywork just painted.

any advice appreciated
