Wheel Studs and Friction on Turning Wheels Mystery!?

I have 2 litre Fuchs reps on my 73. Studs and nuts fitted. When the studs and nuts are tightened the wheel (rear) won't turn freely. No friction when the wheel just hanging off the studs though. Only when tightened....Help!!!! Can't see any cause!? May be somehow pulling the shoes closer to disc.....?? Anyone know what I can do/ check??

Try taking the inner pad out and trying it again if ok the pad may be stuck or the caliper seized (piston)!!
