You can buy the seals and rebuild them from all of the usual suppliers

Oh that piece! Have you tried an engraver? you know the type that engraves trophies? Stamping them and the dies/punches in the correct font would be pretty hard to come by unless you know some unscrupulous people. Or a letter the DVLA stating what you are doing and why you are doing it with pictoria...

How are you trying to start the car? Electric fuel pump. Switch on ignition and let the pump run to fill the float bowls, you should hear a change in note or noise in the pump as the system becomes pressurised. The white is the rubberised underseal and seam sealer. Anything that was black on mine was black all the way down to the metal/rust. All of the inside of the passenger area was body colour over under seal on the inner sills. The centre tunnel was black.
