Yes, you are correct, it’s not a starter relay as such, it’s the ballast bypass relay.
On 912s there is no ballast resistor, right? Where would this yellow cable attach on 912s? Or is it just tucked back on itself and left in the air?

It connects to the starter motor on a 912. Not sure of its purpose in the 911 loom. With the ignition switched on it can be used to start the engine from the engine bay by touching it to live on the voltage regulator. Can’t remember which terminal off the top of my head. Thanks!
